An old adage reminds us that “we do not inherit the earth from our parents, we borrow it from our children.” Same can be said about our Lake Mainit - we did not inherit it from our kapopo-popoan and kauya-uyahan, we simply borrow it from our kabataan and ka-apo-apohan.

As “borrowers,” we are responsible in ensuring that when we ”return” it, Lake Mainit remains a living lake for our children and our grandchildren. We are bound to conserve its resources and preserve its beauty.

The Lake
Lake Mainit is the fourth largest lake in the Philippines and the second largest in Mindanao, having a surface area of 173 square kilometers. The lake is also the deepest lake in the country with a maximum depth of 223 meters. The largest lake in the country, Laguna de Bay, has a maximum depth of only 20 meters.

In January 2004, it was declared as the most transparent lake in the Philippines having a 6.65 meters Secchi depth[i]. Lake Lanao was the most transparent lake from 1932 to 2004 when it registered 6 meters Secchi depth. Lake Mainit can absorb 1% of the indirect sunlight up to a depth of 13 meters indicating that primary production is distributed throughout a substantial depth. The lake water is greenish and odorless with an average transparency of 3 meters. The coastal areas are sandy mud.

The lake is fed by more than twenty small rivers and creeks but has only one outlet, the Calinawan River, which flows southward to join Aciga River and forms the Tubay River which eventually flows out into Butuan Bay.

The lake is located in the northeastern part of Mindanao and shared by the provinces of Surigao del Norte and Agusan del Norte. Clustered around it are the municipalities of Alegria, Mainit, Sison and Tubod in the province of Surigao del Norte and the towns of Jabonga, Santiago, Tubay and Kitcharao of the province of Agusan del Norte.

The lake is home to several plant species[ii] especially in the marshy areas. Land around the lake is intensively cultivated.

There are about 24 economically important fishes found in the lake. The rich fish fauna includes non-migratory[iii] (pidjanga, palawan, hayuan, pantat, bakag, and pait-pait), migratory[iv] (bangus, bayanak, gingao, kasili, kikilo, bolinao, etc), and introduced species[v] (tilapia, karpa, gurami, etc). Some species of freshwater shrimps (isik, pasayan, etc) are also found in the lake, as are shellfishes (ige, bebe, kiyambuay, etc). A number of bird species[vi], including waterbirds who use the lake as feeding areas, are also identified within the vicinity of the lake.

Economic value

The lake supports an important fishery with an annual production of more than 300 metric tons in the 70s. The economy of the municipalities around Lake Mainit is heavily dependent upon the agricultural production concentrated around the perimeter of the lake.The lake is state-owned but the agricultural lands and the ricefields around it are privately owned. In the past, two timber companies operated in the water catchment area. Currently, there are mining explorations in the lake’s catchment area.

Disturbances and threats

Indiscriminate gathering of raw materials, especially sand and gravel from the lake shore are hauled and sold as housing or as road filling materials.

The mouth of the lake outlet is increasingly becoming shallow as a result of silt deposition in the area. The shallow mouth prevents rapid exit of the water, consequently flooding the lower portions of the lakeshore including the ricefields. Erosion from the denuded mountainside where timber and mining companies operate threatens the watershed area as well as the lake.

Mining wastes, domestic sewage, fertilizers and pesticides are serious pollutants of the lakewater.

Conservation and preservation

Our world experiences a continuous process of transformative change. Our task is to develop solutions to the unprecedented problems facing humanity-and to do so quickly. This is a call to action and a call to commit one's energy and passion to the betterment of the world,and the preservation of what is precious and beautiful in nature.

The disturbances and threats to Lake Mainit are crucial environmental issues. Let us influence policy decision makers, politicians, business people and other stakeholders. Let us work towards achieving concrete conservation targets and encourage fellow Mainitnons, organizations, corporations, and our local governments to take action towards protecting our precious natural resource: Lake Mainit.

Wild and semi-wild plants and animals contribute significantly to nutrition, health care, income, and culture of developing countries, and the poorest and most vulnerable people often rely on those resources. Depleting those resources or making them inaccessible can impoverish these people even further. ‘Pro-poor conservation’, that is, conservation that aims to support poor people, explicitly seeks to address basic human needs.

Make a difference wherever you are

Each of us has a responsibility to the area we live in. If we don’t take action, personally or by voicing out our sensible ideas and opinions to the authorities, chances are, nothing will be done. Let’s bring our concerns about environmentally sensitive areas before our local officials. We can share our time or volunteer through a local conservation group. We can encourage others to adopt a greener lifestyle. When we need more information relevant to the environment, we can always become proactive by doing research or simply ask people more knowledgeable about it.

Let’s keep the beauty of our lake. We can remove garbage from the lake because many items take years to degrade and are dangerous to wildlife. We have the choice not allow dogs and other animals to disturb or foul the wildlife at the lakeshore. If there are no garbage cans, we can ask the local council to provide some.And how about disposing our sanitary waste properly - not down the toilet – or we might just find it on the lakeshore endlessly.Also, we can report anything unusual such as pollution to the Barangay Captain concern. In many small ways, we can always tap our God-given power to preserve and conserve the integrity of our natural resources, foremost is our Lake Mainit.

We owe some gratitude to the past generations for their respect of Lake Mainit, and some responsibilities to protect it to the present as well as future generations.

So we can keep on feasting with our lives with the Lake. Happy Fiesta to all!

LMDA Program Director resigns

SURIGAO DEL NORTE, Aug. 17 (PIA) -- Lake Mainit Development Alliance (LMDA) Program Director Engr. Kaiser Recabo on Tuesday has resigned and cited personal reasons for leaving his post effective August 30, 2011.

LMDA, is a special body organized through a memorandum of agreement between Surigao del Norte, Agusan del Norte, eight municipalities and selected national line agencies on March 1999, foremost in its vision and mission is to protect the ecology of the lake system and the environment that sustain the 4th largest lake in the country – Lake Mainit, situated in the provinces of Agusan del Norte and Surigao del Norte.

In a letter sent to LMDA chairperson Gov. Sol Matugas, and copy furnished to the members of the Board of Trustees, Technical Working Group members and partner non-government organizations, he said he was thankful for the opportunity to have worked with people for sustainable development in Lake Mainit.

He said he has to "manage and focus now on our family business" so he was resigning as Program Director of the Lake Mainit Development Alliance.

Having served for 10 years, Recabo revealed that he also enjoyed working for the alliance and that he is willing to offer his assistance on part time basis. (PIA-Surigao del Norte)

LMDA turn-over patrol boats to LGUs

The Program Coordination Office of Lake Mainit Development Alliance turn-over 1 unit patrol boat to LGU-Kitcharao, Agusan del Norte on February 15, 2011 held at Barangay San Roque Hall, Kitcharao, Agusan del Norte. A Memorandum of Agreement (MOA) signed between the LMDA-PCO and Municipality of Kitcharao and MOA signed between LGU-Kitcharao and Barangay San Roque, Kitcharao, Agusan del Norte highlighted the turn-over ceremony. Hon. Jenry E. Montante, Municipal Mayor and Engr. Kaiser B. Recabo, Jr., LMDA Director led the ceremonial turn-over. Said activity was also graced By Hon. Victorio I. HISTORIC FLOODING IN THE LAKE MAINIT

Significant rains experienced since December 2010 and January 2011 in Surigao del Norte's Lake Mainit area. Conversely, one week continuous heavy rains which commenced January 29, 2011 resulted to flash floods in some areas in the lake ecosystem particularly at the lakeshore municipalities in Mainit and Alegria of Surigao del Norte and Kitcharao and Jabonga of Agusan del Norte. The said four municipalities was entirely affected especially the lakeshore barangays.

In the Municipality of Kitcharao, the submerged affected barangays are San Roque, Canaway, Bangayan and a portion of Barangay Crossing. The water level rises to almost 6 feet above the national highway in Barangay San Roque, Kitcharao, Agusan del Norte. Buses and ten wheelers trucks cannot even pass through the highway. (read more)

Mining threatens 4th largest freshwater lake in PH

Mineral explorations and mining activities are threatening the biodiversity of the Philippines’ fourth largest and Mindanao’s second largest freshwater lake, Lake Mainit, which is being shared by the provinces of Agusan del Norte and Surigao del Norte.

Lake Mainit, located in the northeastern part of the southern Philippines, also carries the distinction of being the deepest lake in the country with maximum depth of 223 meters. It has a total area of about 17,060 hectares and its lakeshore has total length of 62.10 kilometers, which is being shared by 31 barangays of the Surigao del Norte towns of Mainit and Surigao del Norte, and Agusan del Norte towns of Kitcharao and Jabonga.

Lake Mainit is the habitat of rare fish species like the puyo or perch and gabot, which are being threatened due to the introduction of new fish species. But more than fish, the whole biodiversity of Lake Mainit is being endangered by human activities such as mining, making the lake and its surrounding area of very high ecological value.

Of the 15 exploration permits (EP) that the Regional Office 13 of the Mines and Geosciences Bureau (MGB) of the Environment department approved as of June 30, 2010, seven are in the town of Mainit, Surigao del Norte, and one in Kitcharao, Agusan del Norte.

The rest are in the Agusan del Sur towns of Bunawan, Prosperidad and Bayugan; Agusan del Norte towns of Tubay, Cabadbaran and Santiago; Surigao del Norte towns of Malimono, Tubod, Bacuag, Placer, Sison and Claver; and Surigao del Sur town of Marihatag. One is in Libjo in the Province of Dinagat Islands.

The tenement holders of these approved EPs are Minimax Mineral Exploration Corp.; Silangan Mindanao Mining Co., Inc.; Manila Mining Corp.; Coolabah Mining Corp.; Occidental Mining Corp.; MRL Gold Phils., Inc.; and Kalayaan Copper-Gold Resources, Inc.

All these companies are prospecting gold and other mineral resources in a total land area covering 19,773.29 hectares of land around Lake Mainit. (continue)

Gov. Matugas chosen to lead LMDA

Surigao del Norte Governor Sol F. Matugas was chosen unanimously Tuesday by the Lake Mainit Development Alliance (LMDA)-Board of Trustees as LMDA chairperson.

On the other hand, Region XIII National Economic and Development Authority (NEDA) Regional Director Carmencita Cochingco was reelected as vice chairperson.

The election of Matugas and Cochingco was held during full membership meeting of the LMDA-BOT held at the Agusan del Norte Provincial Training Center here.

The BOT election of chairman and vice chairman followed a rule agreed by the previous Board of Trustees to select a new set of officers after every election of local government officials.

The reorganization of the BOT will give opportunity for the newly-elected local government officials to be chosen as officers of the BOT and replace the officials that lost during the election.

Another rule set by the BOT is that the position of the vice chairperson is to be set aside for the line agency members. The customary practice is that the member line agencies prefer NEDA to be the vice chairperson.

The vice chairperson can also act as a convenor when the selected officials lose in the local election. The treasurer of the organization is set for the host municipality.

The selected local government officials will serve as officers of LMDA during their term of office. The rule set by the previous BOT can be changed as agreed by majority of the members.

LMDA manages the Lake Mainit, considered at the second largest lake in the Philippines that involves the municipalities of Mainit, Malimono and part of Alegria, all of Surigao del Norte, the municipalities of Kitcharao, Jabonga and part of Santiago, all of Agusan del Norte.

Lake Mainit Dev't Alliance drafts act establishing Lake Mainit Dev't Authority

Butuan City (10 November) -- Following the move of its Board of Trustees (BOT) to include the representation of the House of Representatives of the districts in the BOT as honorary member, the Lake Mainit Development Alliance (LMDA) recently drafted an act creating the Lake Mainit Development Authority, prescribing its powers, functions and duties, appropriating funds thereof, and for other purposes.

The drafted bill which was presented to the BOT on Tuesday, November 9 during its 14th regular meeting, seeks the creation of Lake Mainit Development Authority as the management body of Lake Mainit Watershed, the main ecosystem that flows into the Lake Mainit from the provinces of Agusan del Norte and Surigao del Norte then flows out to the Butuan Bay and its coastal areas.

Lake Mainit is the fourth largest lake in the Philippines and second largest in Mindanao, considered as the deepest and cleanest in the country, straddles the southern part of Surigao del Norte and Agusan del Norte.

The diverse ecosystem and abundant resources of Lake Mainit had been commonly shared by the four lakeshore municipalities of Alegria, Mainit, Kitcharao and Jabonga, with the two upstream and headwater municipalities of Sison and Tubod, and with the downstream municipalities of Santiago and Tubay.

Lake Mainit's watershed is composed of five ecosystems namely: upland, lowland, rivers, lake and coastal areas. The sustainability of the lake and its environment has been challenged by the increasing demand of the growing population in the area.

The bill also emphasized the need for the establishment of the LMDA as an institutional model of an ecosystem based development planning and management, to ensure that sustainable development, as the main strategy, would preserve the natural environment of the Lake Mainit for future generations. Algae propagation in Lake Mainit seen to alleviate poverty in two Caraga provinces

Butuan City (10 November) -- A new aquaculture technology is seen to alleviate poverty in the provinces of Agusan del Norte and Surigao del Norte in Caraga Region.

During the 14th Board of Trustees Meeting of the Lake Mainit Development Alliance (LMDA), Engr. Joventito B. Jongko, Director of SECURA International Corporation presented a new technology which aims to propagate algae in some 100 hectares in Lake Mainit.

Jongko, who is a licensed Chemical Engineer by profession said algae has high oil content and with simple treatment or processing, "it can be a good source of alternative fuel," he said.

Jongko said, his company is on the process of finalizing the contract with the local government unit of Agusan del Norte for a possible partnership in propagating algae which is seen to address poverty not only in Agusan del Norte but as well as in Surigao del Norte ? the two provinces sharing the location of Lake Mainit which is considered as the fourth largest lake in the country.

With the possible partnership of Secura International Corporation and the province of Agusan del Norte, poverty reduction is expected to happen in this western part of Caraga Region, in support to the poverty alleviation program of President Benigno Simeon C. Aquino III. (PIA-Caraga)

LMDA pushes for representation in Congress

Butuan City (10 November) -- Board of Trustees (BOT) of the Lake Mainit Development Alliance (LMDA) pushes for the association's representation in the House of Representatives during its meeting on Tuesday (November 10) at the Agusan del Norte Provincial Training Center, Capitol Site, this city.

The move was realized after members of the local government units of Agusan del Norte and Surigao del Norte suggested to include the representation of the House of Representatives of the districts in the BOT of LMDA as honorary member.

Accordingly, the presence of the congressional representative will help a lot in the sustainable development of Lake Mainit, the fourth largest and considered the deepest and cleanest lake in the country.

The Congressional districts in both the provinces of Agusan del Norte and Surigao del Norte can assist the LMDA in their program and projects especially in the allocation of funds and policy formulation, it was gathered.

With these developments, members of the BOT have unanimously agreed to endorse Agusan del Norte 1st District and Butuan City Cong. Jose S. Aquino II, Agusan del Norte 2nd District Cong. Edelmiro Amante, Surigao del Norte 1st District Congressman Francisco Matugas, and Surigao del Norte 2nd District Congressman Guillermo Romarate, Jr. to represent LMDA in the House of Representatives. Lake Mainit Cluster Newly Elected Officials

Microsoft Access databank designing introduced to Lake Mainit LGUs

The Lake Mainit Development Alliance in cooperation with the Philippines-Australia Community Assistance Program (PACAP) through the Philippine Development of Human Resources in Rural Areas (PhilDHRRA) facilitated series of training on databank designing introducing the Basic and Advance Microsoft Access operations.

The first set of Basic Microsoft Access Operations training was successfully conducted last June 3-4, 2010. Said training was attended by the LMDA personnel headed by LMDA Director Engr. Kaiser B. Recabo, Jr. along with Omar Barillo, Gilbert Leopoldo and Johny Natad. Twelve (12) LGU participants were attending the training- workshop representing from municipalities of Tubay, Santiago, Jabonga, Kitcharao in Agusan del Norte side and municipalities of Alegria, Mainit and Tubod in Surigao del Norte side. Recabo, Jr. is one of the invited presenters during the 3-day Forum on PACAP and the Environment with a theme: “Building Community Resilience, Sustaining Development” held at Dotties Place Hotel on April 15 – 17, 2010. Engr. Recabo speaks about LMDA experience on environment governance and lake protection as an institution responsible in resources conservation and development for the lake ecosystem. He made mention of the crafting of the Lake Mainit Unified Fishery Ordinance as one of the keys to proper and systematic management of this God given bounty. (continue)

LMDA organizes Orientation-Workshop on Weblog Administration

The Lake Mainit Development Alliance successfully organized and conducted orientation-workshop on weblog administration last March 19, 2010 held at Cyber 8 Internet Café, Alegria, Surigao del Norte. The LMDA Director Engr. Kaiser B. Recabo, Jr, welcomed the participants and presented the rationale of the activity. Johny S. Natad led the orientation-workshop along with Omar Barillo, Gilbert Leopoldo and Jonathan Nationio who actively assisted in the hands-on activity.

Said workshop is part of “Strengthening the Lake Mainit Development Alliance through Policy Support and Sustained Collaborative Mechanisms” milestone activity which is the establishment of weblogs to partner Local Government Units (LGUs). The LMDA established the weblog sites for LGUs with an aim to help them in the local tourism promotion and other significant advocacies. Recently, LMDA created and administered free weblog sites from wordpress for 8 LGUs with the following online sites:

LMDA Attended the First Stakeholders’ Workshop for Partnership for Biodiversity Conservation

The Global Environmental Facility (GEF) has approved the project preparation grant for the development of the Project Document and CEO Endorsement for the project entitled “Partnership for Biodiversity Conservation: Mainstreaming in local agricultural landscapes (BPP). Lake Mainit Disaster Preparedness Framework Planning conducted

Facilitated by the Office of Civil Defense – Caraga Region, the Lake Mainit Disaster Preparedness Framework Planning was successfully held at Mainit Kasili Lakeside Resort and Hotel, Mainit, Surigao del Norte last February 10 –11, 2010. Master Plan and Feasibility Study for Flood Control and Drainage Project in Lake Mainit Water Basin

The PMO assisted the Woodfields Consultant, Inc., a planning and engineering consulting firm commission by the DPWH Project Management Office for Flood Control and SABO Engineering Center for the conduct of Master Plan and Feasibility Study on flooding in one of the 15 river basin in the Philippines in which Lake Mainit is one site. This activity is a welcome development to solve the perennial flooding in the area and is long awaited project for the past 5 years. The team is composed of MR. SUSUMU HEISHE and ENGR. BARRY OCAY. Control Terminal Points to be established in Lake Mainit

PCFMPC Launches its Coco Fiber and Peat Production

Once more the Paco Coconut Farmers Multi-Purpose Cooperative (PCFMPC) in Barangay, Paco, Mainit, Surigao del Norte has taken the next steps in modeling a strategy for sustainable upland development through the establishment of a decorticating machine which will help in their solid waste management program and earn incomes for the coop as well. This is a component of the PACAP-assisted project “Increasing Upland Farmers’ Competencies for Sustainable Livelihood” which is implemented by Kasanyangan Rural Development Foundation, Inc. (KRDFI) under the FOCAS Management Committee facilitated by the Lake Mainit Development Alliance (LMDA). This component has a twin target of earning incomes and contributing to the health of the environment by reducing solid wastes. It targets to assist the coop earn P23, 400 per 2-month cycle; and reduce coco husks wastes by 312,000 per 2-month cycle. (continue)

Is Lake Mainit’s Pijanga in Danger?

Pijanga, local name for fresh white goby is the major fish specie in Lake Mainit. However, the latest report shows that pijanga size is reduced. Is Pijanga now under threat?

Based on the latest study on the Sustainable Fisheries Management Program (SFMP) for Lake Mainit conducted by the MSU-Naawan researchers from August to October 2007, it was found out that there were 27 kinds of finfish species of which some might be temporary (migratory or seasonal); 3-5 kinds crustaceans; 8-10 kinds mollusk; and 14 kinds of aquatic plants. And out of 27 kinds of finfish species, the white goby, locally known as pijanga or pedianga is commonly identified from the catches in Lake Mainit area. (more...)

Sustainable Fisheries Management Planning Workshop

The Lake Mainit Development Alliance successfully conducted a two-day Sustainable Fisheries Management (SFM) Planning Workshop on October 14-15, 2008. This was held at Agricultural Training Center, Mainit, Surigao del Norte. The participants of this training - workshop were the Municipal Fisheries and Aquatic Resources Management Council (MFARMC) Officers, Local Research Person’s (LRP), Municipal Agriculturist (MA), Agricultural Technologist (AT), Academe, LMDA PMO staff and selected Line Agency like NEDA, BFAR, and DA.

The programme was facilitated by the MSU-Naawan Team headed by their Team Leader Dr. Asuncion B. De Guzman. The purpose of the Planning- Workshop is the presentation of Progress Report of MSU-Naawan in their on-going study of the Lake and validation of data by the different stakeholders. Foundation for the Philippine Environment conducts Strategic Planning for Lake Mainit

Butuan City – The Foundation for the Philippine Environment (FPE) successfully conducted a three-day Strategic Planning Workshop Part 1 on August 20-22, 2008 at San Lorenzo Ruiz Pastoral Formation Center, Ampayon, Butuan City. It was actively participated with partners’ local government units in four lakeshore municipalities; eight assisted people’s organizations; Indigenous People; Geographic Rediscovery of Endangered Environment and Natural Resources in Mindanao (GREEN Mindanao) Association, Inc., Caraga Consortium for Environmental Protection and Sustainable Development, Inc., and Lake Mainit Development Alliance (LMDA).

Resource Persons from the Mindanao State University facilitated the said activity. Mr. Armando C. Pacudan, the Regional Operations Manager Mindanao Regional Unit explained the main purpose of the activity which is to formulate strategic development plans for Lake Mainit Community-Based Biodiversity Conservation project intervention as main workshop output of the activity.

The activity was highlighted with the workshops on assessing the Lake Mainit Community-Based Biodiversity Conservation project strengths, weaknesses, threats, and opportunities; crafting vision and mission for Lake Mainit; and presentation of the 5-year indicative development plans which focus on organizational strengthening, environmental policy formulation and implementation, tribal empowerment, natural resources management (NRM), alternative livelihood, linkages/networking, Information, Education and Communication (IEC) campaign, access to basic services/resources, and research and development.

The next step is to present the workshop output to the eight assisted community areas for validation and further enhancement for the Part 2 strategic planning. The following are the agreed dates of workshop presentation and validation to eight pilot communities in Lake Mainit:

Lake Mainit FMC attend PACAP RBME Training

Cebu City – Eleven participants from Lake Mainit FOCAS Management Committee (FMC) attended the four-day training on Results-Based Monitoring & Evaluation (RBME) with Lakbay-Aral held at Richmond Plaza Hotel, Cebu City on July 28-31, 2008. The training was sponsored by the Philippines-Australia Community Assistance Program (PACAP) and facilitated by Mr. Rodolfo B. Santos Jr. as the resource person of the said training with Ms. Monina G. Hernandez, the PACAP Provincial Project Officer, and Ms. Annabel Naig, the Administrative Staff as the training management team.

Attended on the training were Mr. Alberto M. Garrido, the FMC Chairperson; Mr. Felix P. Maglaque, the People’s Organization Representative for Surigao del Norte; Engr. Kaiser B. Recabo, Jr, the LMDA Director; Ms. Ann Jaquilmac, the NEDA Representative; Ms. Josephine Adriaque, PPDO-Agusan Norte Representative; Mr. Jerry B. Acero, of SNCAT; Ms. Glenda A. Plaza, of AADC-Mindanao; Mr. Emelio Pantejo of PPDO Surigao Norte; Mr. Emmanuel A. Miraballes of Alterdev; Forester Omar C. Barillo, the Project Coordinator; and Mr. Johny S. Natad, the Assistant Project Coordinator.

Ms. Hernandez said that there is a need to enhance the stakeholders’ competencies in monitoring and evaluating projects through a more results-focused and impact-driven approach. The RBME Training aims to provide the framework and fundamentals for a systematic and results-based type of M&E that shifts the focus to the benefits derived from the project during implementation and the impact of the project intervention at various levels. The training will also serve as an opportunity for sharing practical knowledge and noteworthy practices among the FOCAS Clusters.

The Lakbay-Aral as part of the training activity was conducted to PACAP assisted projects like the Integrated Micro Watershed and Community Development Project at Barangay Anopog, Pinamugajan, Cebu implemented by Mag-uugmad Foundation, Inc. (MFI) and the Kwarta sa Basura at Barangay Luz, Cebu City, Cebu City implemented by Lihok Pilipina and Local Government Unit of Barangay Luz.

The said training was also participated by the FMCs of Hinatuan Passage Development Alliance (HIPADA) and Siargao Islands Protected Landscape and Seascapes (SIPLAS).

The said meeting highlighted with the sharing of project updates from the Focal Community Assistance Scheme (FOCAS) and Responsive Assistance Scheme (RAS) projects of AusAID-PACAP in 14 communities by the partner NGOs and POs. Engr. Kaiser B. Recabo, Jr, the LMDA Program Director presented the highlights on the latest Sustainable Fisheries Program for Lake Mainit inception report of MSU-Naawan and the Solid Waste Management updates. Mr. Pantejo presented the provincial investment updates of Surigao del Norte. Mr. Corvera informed the participants that the Department of Trade and Industry (DTI) of Agusan and Surigao del Norte is willing to help partners in project development, trainings and other technical assistance.

The CSO-LGU Meeting is part of the Lake Mainit FOCAS Milestone activity. The activity will provide periodic coordination among Non-Government Organizations (NGOs), Peoples Organizations (POs) and Local Government Units (LGUs) regarding development efforts and environmental intervention for Lake Mainit particularly on the project implementations. The activity will further give significant information to the concerned people and offices with a purpose to encourage them participate in discussion, planning and advocacy promotion for Lake Mainit.

SIUFMULCO, National Nominee for outstanding MSME of the Philippines

SIUFMULCO’s victory came from a very challenging opportunities and struggles. It started with ISFP of DENR, followed by CBRMP of LGU Santiago, DTI and DOLE. Now with the intervention of PACAP who give the coop a big break – giving trust to manage a Php 4.8 million project with Php 3.2 million of PACAP grants. And after several years of struggle, the San Isidro Upland Farmers Multipurpose Cooperative (SIUFMULCO) finally found its destiny, the fulfillment of its goals and vision.

The Small and Medium Entrepreneur Development Council (SMED), a group of the Government Agencies, NGOs, and Private Sectors in partnership with GLOBE will give an award to the 2008 Outstanding Small and Medium Entrepreneur (SME) in the entire Philippines as part of the SMED week this coming July 9, 2008. This will be for the Provincial, Regional, and National Level.

SIUFMULCO nominated by the Department of Trade and Industry (DTI) Provincial Office as an outstanding SME for the provincial level won automatically since no competitor rises. In the Regional Level, there were five (5) SMEs competing and SIUFMULCO garner the award. Thankful to have been chosen as the regional awardee and now we are the contestant for the National Level.

The objectives of the 2008 Outstanding SME award is to give recognition to the outstanding enterprises which may either be Micro, Small or Medium (MSME) and to recognize programs and services that best served the MSME’s sector. There will be three winners per Island of Luzon, Visayas and Mindanao. From the three winners, a Masigasig awardee will be chosen.

The conferment of the awardees will be done during the SMED Week celebration at SM Mega Trade Hall, SM Megamall, Mandaluyong this July 9, 2008, hoping to win the prizes of National Outstanding MSME and Masigasig Awards.

Just being the provincial and the Regional awardee marks our greatest achievement since we cannot believe we have gone this far. We have now met our vision of becoming one of the MODEL COOPERATIVES in the country. The PACAP assisted project “Increasing Competencies of Upland Farmers for Sustainable Livelihood” for Barangays of Paco, Bobonaon and Binga in Mainit, Surigao del Norte has conducted a project launching ceremony on March 27, 2008 at the Mainit Gymnasium at 9:30 am. This activity was followed by the conduct of NRM Symposium which featured the larger picture of sustainable community development to which the project aims to achieve.

The Office of the Mayor and the SB was represented by Ms. Tessie Paz, SB Secretary and TESDA point person of the municipality. There to grace the occasion were PCA Provincial Coordinator, Mr. Zosimo Paniamogan, Ms. Susan Baguio from the MPDO, Ms. Virgentina Garrido, the Municipal Agriculturist, Engr. Kaiser Recabo, Jr., the Program Director of LMDA and Ms. Virgenita Garridao, MAO.

The ceremony climaxed in the unveiling of the symbolic signage of the project. Kaiser Recabo, Jr., Program Director of LMDA and Rowena Yumol, Executive Director of KRDFI led the unveiling ceremony.

The NRM Symposium featured presentations on Philippine Biodiversity, the LMDA FOCAS Strategy and the Municipal’s program thrusts on sustainable livelihood, agriculture and environment. Mr. Zosimo Paniamogan, PCA officer, presented opportunities for farmers on increasing their coconut stands and access to farm inputs.

An open forum followed the presentations. Questions were raised by participants on the coconut development program, the problem of impassable road network, technology of banana production and the need for soil analysis, counterpart of farmer organizations, the status of ordinance passed on the Lake Mainit development and protection, and how to avail of the development fund of the municipality to enhance their farms.

A call for stakeholders to be serious in the implementation of the project was sounded out by the project coordinator so that the resources used will be optimized and achieve the goals of the communities to improve their quality of life. He expressed gratitude to all participants, the LMDA and LGU for their support. Ms. Jeannie Pagas led the closing prayer.

Implementation of the PACAP approved project named People’s Livelihood Efforts in Agroforestry for Sustainable Environment (PLEASE) with implementing partner NGO Propegemus Foundation, Inc. (PFI) jumpstarted with a courtesy call paid to Hon. Dominador G. Esma, Jr., the Municipal Mayor of Municipality of Alegria and to the Barangay Officials on May 14, 2008. Along with the PFI Executive Director Arnold L. Tapere who led the courtesy call were the Project Implementing Team, PACAP-FOCAS Assistant Project Coordinator Johny S. Natad, and LMDA Administrative Staff Jonathan M. Natonio. The Project Implementing Team composed of Judith S. Santillan, the Project Officer; Winston S. Salvador, the Community Organizer; and Ana G. Dapal, the Environmental Officer.

The project’s area beneficiaries are the Barangays of Budlingin and Camp Eduard of the said municipality. Its major project components are Agroforestry, Enterprise Development, and Capability Building for the sixty beneficiaries from the two barangays. The project is now in its initial phase of the project implementation with the nursery establishments and area validations.

Multi Stakeholder and PACAP Project Year End Assessment

In line with the transparency mechanism of the Lake Mainit FOCAS area in the PACAP project implementation, the Lake Mainit Development Alliance and FOCAS Management Committee conducted a Multi-Stakeholder PACAP Project Year End Assessment on February 28, 2008 at Kapihan sa Mainit Restaurant, Mainit, Surigao del Norte.

Attended by partner LGU representatives, implementing partner NGOs and POs, the activity discussed relevant issues and problems arising in the project implementation and resolved it with sincere recommendation from the stakeholder. This is also to encourage the beneficiaries and other stakeholders involved in the project and to establish partnership among the stakeholders in the project implementation especially beneficiary and implementer.

Presentation of updates of the ongoing PACAP projects implementation by the implementing partner NGOs and POs, presentation of the updated Lake Mainit FOCAS Strategy; and identification of hindering and facilitating factors highlighted the multi stakeholder and PACAP project year-end assessment. jsn

The LMDA Technical Working Group (TWG) conducted its first meeting of the year on February 13, 2008 at Kapihan sa Mainit Restaurant, Mainit, Surigao del Norte. The TWG members were very efficient and effective in the delivery of basic services particularly in the protection and conservation of natural resources of the Lake Mainit. In fact, during the meeting the members proposed to have an authority to widen the protection and preservation of the lake ecosystem.

The highlighted agenda of the said meeting was the prioritization of programs of LMDA. The members of the TWG agreed to prioritize the data banking, which includes the Natural Resource Data Banking (NRDB) and GIS Mapping. Sustainable Fisheries project and strengthening of IFARMC’s in the Lake Mainit areas also discussed on the meeting.

In addition to, the TWG met on April 10, 2008 to initiate and finalize the LMDA Action Plan and Financial Budget Plan of 2008 for the BOT presentation. Highlighted also on the meeting was the presentation of the proposed Hydro Power Project of First Gen Renewables. The members of the TWG discussed and deliberated the said project proposal. Mitzi Pollisco, the representative of the project invited the members to attend the Public Consultation for the said hydro project proposal at Jabonga, Agusan del Norte on April 15, 2008.

Ms. Grace Harting, NEDA-13 representative conducted an evaluation and assessment to LMDA during the meeting. She emphasized that LMDA was their choice as respondent due the unique implementation of the projects even of the limited funds available. FAO 196 Orientation to FARMC

In cooperation with the Bureau of Fishery and Aquatic Resources (BFAR), the Lake Mainit Development Alliance successfully facilitated the orientation on the Fishery Administrative Order 196 series of 2000 or Guidelines on the Creation and Implementation of Fisheries and Aquatic Resources Management Councils (FARMC’s) on January 28, 2008. This orientation supports the program of the national government “to empower the fisherfolk and to achieve sustainable of fisheries and aquatic resources, attain food security and eradicate poverty among the coastal and inland fishing communities and pursuant to the provisions of Republic Act No.8550 otherwise known as the Philippine Fisheries Code of 1998”. The Lake Mainit FOCAS in its aim to strengthen the FARMC also supported the said activity.

PACAP approves new projects for Lake Mainit

Ms. Monina G. Hernandez, the Provincial Project Officer for Surigao del Norte announced that Philippines-Australia Community Assistance Program (PACAP) has approved another FOCAS or Focal Community Assistance Scheme projects during the PACAP Advisory Committee (PAC) Meeting last December 13, 2007. This project entitled “People’s Livelihood Efforts in Agroforestry and Sustainable Environment” will be implemented by Propegemus Foundation, Inc. to Barangay Camp Eduard and Budlingin, Alegria, Surigao del Norte.

The PAC also approved last September 21, 2007 the project of Kasanyangan Rural Development Foundation, Inc. entitled “Increasing Competencies of Upland Farmers for Sustainable Livelihood” which will be implemented to Barangay Paco, Binga and Bobonaon in Mainit, Surigao del Norte.

Gov. Amante, the New LMDA Chairperson

The Lake Mainit Development Alliance (LMDA) proclaimed Gov. Erlpe John M. Amante, the Provincial Governor of Agusan del Norte as the newly elected Chairperson of the LMDA Board of Trustees (BOT) after unanimously chosen by the BOT members during its 11^th BOT meeting last September 12, 2007.

The BOT members are composed of the Municipal Mayors of Sison, Tubod, Mainit, Alegria in Surigao del Norte; Municipal Mayors of Kitcharao, Jabonga, Santiago, Tubay in Agusan del Norte; Regional Directors of NEDA, DA, DENR, BFAR, DOT and PIA.

Meanwhile, the BOT elected Regional Director Carmencita S. Cochingco of NEDA Caraga as the Vice Chairperson. Mayor Aristotle E. Montante of Kitcharao, Agusan del Norte was proclaimed as the Treasurer since the Municipality of Kitcharao has been the host municipality of the LMDA Project Management Office.

The newly elected officers of the board shall serve for the duration of their current term in the case of the provincial Governors and Municipal Mayors and three years in the case of the Regional Directors. (By: Johny S. Natad)

Vice-Governor Catre Launches SUREP II

The Sison Upland Resource Enhancement Project (SURE II) was successfully launched at the Municipal Gymnasium of Sison, Surigao del Norte last August 15, 2007. SURE II is a 2-year project funded by the Philippines-Australia Community Assistance Program (PACAP) in collaboration with the Provincial Government of Surigao del Norte implemented by the Caraga Consortium for Environmental Protection and Sustainable Development (CCEPSD) in partnership with the Local Government of Sison, Lake Mainit Development Alliance FOCAS Cluster and the Sison Hungos Multipurpose Cooperative (SIHUMCO).

FMC and Partners attend Training on Project Monitoring and Evaluation for Lake Mainit FOCAS

Twenty-four participants from PACAP project implementing partners, LMDA Technical Working Group of eight municipalities and FOCAS Management Committee members and Secretariat attended the three-day Training Workshop on Project Monitoring and Evaluation for Lake Mainit FOCAS. It was held last August 16 – 17, 2007 at Balanghai Hotel and Convention Center, Butuan City.

The main objective of the training is to come-up with the M&E tool to be used in the field monitoring & evaluation activities of the FMC and the partners. The training-workshop provided the participants with basic knowledge and practical skills in project monitoring and evaluation; helped formulate and enhance appropriate, effective and efficient M&E tool for LMDA FOCAS projects; understood the principles and procedures for effective project monitoring and evaluation; learned methods to evaluate project effectiveness, outcomes and impact. Project Mid-Term Assessment to PACAP funded projects in Lake Mainit FOCAS

The Lake Mainit Focal Community Assistance Scheme (FOCAS) Management Committee conducted the Project Mid-Term Assessment to four PACAP funded projects in Mainit, Sison Tubod and Santiago. The purpose of the activity is to evaluate the measure of project attainment vis-à-vis with the project design and milestone activities and to assess the collaboration efforts of the major partner stakeholders of the project. The activity conducted to the Mainit Community Based Resource Management Initiative (Mainit-CBRMI) on July 13 at Mainit, Surigao del Norte; to Sison Upland Resource Management Project (SUREP) on July 18 at Sison, Surigao del Norte; to Enhancing Upland and Lowland Farming Systems and Strengthening Local Organizations (EFASS) on July 19 at Tubod, Surigao del Norte; and to Enhancing and Protecting and Agroforestry Area thru Abaca Fiber Production on July 20 at Santiago, Agusan del Norte.

Courtesy meeting with the LGU especially the newly elected officials; actual field visits to project areas; and focus group discussions with the partner proponent NGOs and direct beneficiaries were the major significant parts of the project assessment.

Associate for Integral Development (AID) Foundation has been implementing the Mainit-CBRMI which has three assisted barangays in Mainit like Tapian, Tagbuyawan and Dayano. Recently, the project has already dispersed livestock like hogs and goats to the beneficiaries. Communal and individual agroforestry farm have been maintained by the assisted beneficiaries.

Likewise the Agroforestry projects of SUREP have been properly maintained by the individual beneficiaries. The Caraga Consortium for Environmental Protection and Sustainable Development (CCEPSD) implements the SUREP.

Capability building trainings related to sustainable agriculture and to community planning; production of Nature Farming Technology System organic fertilizers and fermentations; and income generating activities of the beneficiaries are some of the major project interventions of EFASS. The ALTERDEV Services Foundation, Inc. is the project proponent of EFASS.

San Isidro Upland Farmer Multi-Purpose Cooperative (SIUFMULCO) has just started implementing the Enhancing and Protecting and Agroforestry Area thru Abaca Fiber Production last March 2007. Fourteen participants from Lake Mainit FOCAS Management Committee (FMC), partner NGOs and POs, and FMC Secretariats from Lake Mainit and Hinatuan Passage areas conducted the Lakbay-Aral on agroforestry areas at Claveria, Misamis Oriental and Lantapan Bukidnon last February 26 – March 1, 2007.

The four-day activity seeks to:

a. Visit the sites adopting Agroforestry as a multiple land use technology;
b. Identify and define the technologies adopted in the areas and the processes involved in the development of agroforestry.
c. Articulate views/ observations/ appreciation of the Claveria and Lantapan land development practices;

The Philippines-Australia Community Assistance Program (PACAP) through its Provincial Project Officers (PPO) sponsored and facilitated the four-day Project Management Skills Training (PMST) last January 30 to February 2, 2007 at Balanghai Hotel & Convention Center, Butuan City. It was earnestly participated by Focal Community Assistance Scheme (FOCAS) Management Committee (FMC) Secretariats; FMC Representatives and Provincial Stakeholder Committee (PSC) representatives coming from Surigao del Norte and Agusan del Sur FOCAS clusters.

The said training aims to:
1. Clarified theories, challenges and trends in community development;
2. Defined the phases of project management and the processes involved;
3. Related and articulated their own experience in program/project management and shared among themselves insights and lessons learned;
4. Clarified planning, leading, organizing and controlling (PLOC)functions;
5. Identified strategies/techniques in marketing PACAP;
6. Acquired techniques on effective project proposal writing and packaging.

LMDA & LGU of Mainit host the 1st PSC Meeting

The 1st Provincial Stakeholder Committee (PSC) meeting in 2007 was successfully held last January 29, 2007 at Mainit, Surigao del Norte. The LMDA with the LGU of Mainit served as the host team for the meeting.

The main agenda of the meeting were the deliberation and approval of the four Focal Community Assistance Scheme (FOCAS) proposals of which two are from Lake Mainit area. Below is the list of approved proposals:

PPO conducts Project Site Appraisal in Alegria and Kitcharao

The People’s Livelihood Efforts in Agro-forestry and Sustainable Environment (PLEASE) project’s target areas was site appraised last January 16, 2007. The appraisal team headed by Ms. Monina Hernandez, the PACAP Provincial Project Officer conducted the site appraisal to Barangay Camp Edward and Budlingin in Alegria, Surigao del Norte. Along with Ms. Hernandez is Mr. Felix Maglaque, the FMC-People’s Organization(PO) Representative for Surigao del Norte; Mr. Omar Barillo and Mr. Johny Natad, the FOCAS Management Committee (FMC) Secretariat; Mr. Jonathan Natonio, LMDA Administrative Staff, Mr. Joelito Senturias, Municipal Agriculturist and Mr. Arnold Tapere, Executive Director of Propegemus Foundation, Inc.- partner proponent NGO for PLEASE project.

On January 23, 2007, the site appraisal conducted at Barangay Crossing, Kitcharao, Agusan del Norte and Barangay Gamuton, Alegria, Surigao del Norte. These barangays are the proposed areas for the Agricultural Productivity Enhancement & Rural Enterprise Development Project of PASCRES-Caraga. The site appraisal was enthusiastically attended by the PPO Ms. Hernandez; the FMC Secretariats; the FMC-PO Representative for Agusan del Norte Hon. Albert Garrido; the Alegria Municipal Agriculture Office representatives Mr. Senturias and Ms. Bencula Dandan; and PASCRES-Caraga Representatives headed by the Board of Trustees, Mr. Romeo Dahuyag.

During the site appraisal, the team conducted courtesy meetings with the Barangay Officials and facilitated consultations and focus group discussions with the members and officers of Camp Edward Integrated Farmers Association, Budlingin Rural Workers Association, Jay Anibongan Irrigators Association, Kitcharao Communal Irrigators Inc., and Gamuton Farmers Association. g Johny S. It aims to provide proper venue to talk and discuss for the new Focal Community Assistance Scheme (FOCAS) Strategy and issues and concerns arising in the Lake Mainit area with the presence of different stakeholders, partners and beneficiaries. The activity was held at Mainit, Surigao del Norte last February 7, 2007 and it was facilitated by the Lake Mainit FOCAS Management Committee (FMC) and Secretariat.

Engr. Kaiser B. Recabo, Jr., LMDA Project Director presented the Lake Mainit FOCAS Strategy which consists of the Lake Mainit situation and the 2007 New FOCAS project component & targets. The FOCAS updates, 2006 accomplishments and the 2007 FMC Milestone targets were explained by Mr. Johny Natad, Assistant FOCAS Coordinator

Súgat-Tagbô sa Danaw, a successful Road Show in Lake Mainit FOCAS

The Lake Mainit Focal Community Assistance Scheme (FOCAS) Cluster successfully conducted the Súgat-Tagbô sa Danaw, the Lake Mainit FOCAS Road Show activity which commemorates the 20th Year Anniversary Celebration of the Philippines-Australia Community Assistance Program (PACAP). The activity was held at Mainit, Surigao del Norte last December 13, 2006 with the theme “Panag-uban para sa Kalambuan sa Danaw” (Partnership for the Development of the Lake). The activity aims to encourage the active participation of different stakeholders especially partner Local Government Units, Non-Government Organizations, Peoples Organizations, Business Society, Academic Institutions and PACAP in supporting PACAP project implementation and in promoting and protecting the Lake Mainit ecosystem.

Series of art, literature and indigenous sport contests highlighted the event which was facilitated by Mulanay and FMC Secretariat. There were booth contest; poster making contest; LMDA hymn composition & singing contest; Awit sa PACAP; daygon (Christmas Carol Singing) contest and a snail meat pricking (ige tuhil) contest – an indigenous sport. The PACAP Program Director Mr. Kelly sent messages to the PCC and PSC and gave message of thanks to the worthwhile contribution made by Mr. MacDonald being the Counselor of PACAP. A photo souvenir and a plaque of appreciation were presented to Mr. MacDonald. Counselor MacDonald who unexpected received the souvenir and plaque of appreciation happily shared his momentous experience in PACAP.

After the short-lived program, the exclusive PCC meeting followed. Interview of the FOCAS Chairpersons by the PCC was held at about 4:00 in the afternoon.

PACAP grants 5th project under Lake Mainit FOCAS

The Philippines-Australia Community Assistance Program (PACAP) has approved its fifth project under the Focal Community Assistance Scheme (FOCAS) entitled "Community-Based Enterprise: Effecting Community Development and Economic Empowerment in Four Barangays Surrounding Lake Mainit" last 23 May 2006 during its advisory committee meeting in Manila, says Surigao del Norte Provincial PACAP Program Officer, Mr. Ricardo D.G. Soto.

The grant of 3-years is worth Two Million Nine Hundred Nine Thousand Six Hundred Ten Pesos (P 2,999,610.00) and will be implemented by the Agri-Aqua Development Coalition-Mindanao (AADC-Mindanao).

The grant is divided into four components namely: a. Community Organizing (P1,018,060.00), b. Enterprise Development (P1,135,620.00), c. Project Management (P483,680.00), and d. Administrative Cost (P362,250.00).

The project is one of the 5 approved FOCAS Projects in Lake Mainit which are funded under AUSAID-PACAP.

LMDA assesses SNCAT proposal for PACAP

Rationale
The facility will be established at SNCAT campus and the field sites is at Barangay Tagbuyawan, Mainit and Barangay Pili, Malimono, all of Surigao del Norte. It is a 350 hectare reforestation project along the Malimono range. The project cost is Php1,595.052.40 with Php595,500.00 as counterpart of SNCAT, and the remaining amount of Php999,552.40 will be requested from Panibagong Paraan under the PACAP funding.

The micro-propagation facility establishment is perceived to be an effective tool in addressing inequity on the absence of a tissue culture laboratory facility in the province of Surigao del Norte which affects the farmers’ decision to engage in large-scale production of abaca and other high-value banana cultivars. Aside from banana it will also venture to cut flowers productions and other high value crops.

The laboratory will enhance the technical capability of SNCAT and provide farmers an access to low-cost and disease-free planting materials. This will also provide opportunity to farmers in micro-propagation so that they will acquire appropriate skills in tissue culture with the technical assistance of SNCAT. It will also encourage innovative features and mechanism for micro-propagation.

The Appraisal

The appraisal team is composed of Mr. Bong Soto, PACAP Provincial Officer; Engr. Kaiser Recabo, LMDA Director, Mr. Omar Barillo, FOCAS Coordinator; Ms. Rosalia Rosal, Campus Dean of SNCAT, Mr. Jerry Acero, SNCAT Technical Team Leader, and Rev. Diosdado Casera, Jr., MAMATFA President. The team conducted the on-site appraisal last May 13, 2006at the SNCAT Campus at Magpayang , Mainit, Surigao del Norte. The group visited the proposed building followed with a short discussion among the proponents and beneficiaries of the project. The group visited the Malimono ranges in the afternoon. It is found in the boundary between the municipalities of Mainit and Malimono.

This in reply to water hyacinth or water lily comments, yes it true that water hyacinth is an indicator on the quality of water in the lake. The presence of water lily will determine the condition of water. The more water lily, the more polluted is the water. It will hasten the eutrophication process that will deplete the water of dissolved oxygen. The water lilies compete with the aquatic life in the water of dissolved oxygen and generate bacteria causing organisms.

However in Lake Mainit, the situation is different because of its characteristic. Lake Mainit is considered as an oligotrophic lake, so the water lily is not consider a threat in the area. There is also a minimal concentration of this type of plant in fact you can find it only in few places. The presence of water hyacinth in the area will also depend on the season and weather condition. For "Habagat" season its concentration is more on the northern side in Mainit and Alegria, Surigao del Norte while during "Amihan" the water hyacinth is on the southern side in Jabonga, Agusan del Norte. The lake is also deep so that concentration of nutrient will be easily dissolved and settle to 100 meter or more where there is organism that will survive.

Interestingly, during the limnological study there are six areas where hot vents is located because at that point and elevation no temperature is detected, meaning its beyond the thermometer level that is being used. This need further study to confirm the present of hot vent. If there are thermal vent then there is life present or organism that thrive on this particular area. Thermal vents are a hot spring under the water and we cannot deny that the Lake Mainit is surrounded with hot spring. This is also to confirm why Lake Mainit got its name from "Mainit" which means "hot" in Bisaya.

During also the course of study, it found out that the temperature at the mouth of Mainit River will increase during night time. This is at five (5) meter or more below water line. The more you go deep the temperature will increase. Hot vent is found at an average depth of 150 meter below water line on the eastern seaboard of the Lake.

Lake Mainit Development Alliance (LMDA)

The Lake Mainit Development Alliance was organized last March 1999, through a Memorandum of Agreement among two provinces, eight municipalities and several national line agencies.

The Alliance was recognized by the Regional Development Council (RDC) per RDC Resolution No. 11, S. 1999.

Vision
Lake Mainit as a diverse ecosystem with safe and crystal clear waters surrounded by verdant mountains endowed with abundant natural resources which is an eco tourism destination sustainably managed by an empowered citizenry for economic development and environmetal protection.

Lake Surface : 14,700 has.
Shoreline : 50 km.
Maximum Depth : 223 m.
Mean Depth : 128 m.

Lake Mainit is reported to be the habitat of rare fish species: the puyo or climbing perch and gabot. The lake is very scenic and its water has remained generally clear and clean. Various points around it can be potential tourist attractions. Thus, in the Caraga Tourism Master Plan, the lake area is identified as a tourism subzone, mainly for adventure tourism and ecotourism.

Preparatory Activities
To ensure success of the project launching, coordination meetings with the Secretariat of the FOCAS Lake Mainit and Municipal Local Government Unit were facilitated.

Setting of the date, expected guests and participants, venue preparation and catering services for the snacks as well as the persons to be involved in the program were defined. Task of the things to be done was shared among the implementing partners.

At 10:00 in the morning of April 20, 2006, there was a short meeting with FOCAS Secretariat and Municipal Planning Office to have a last minute check of the program as planned. Venue was ready with nice stage decoration and backdrop. The activity secretariat was also ready with their garland for the guests. The sound systems were well-prepared with no technical defects and snack caterer was ready ahead of time.

The signage was installed in front of the gym and the welcome banner was also hanged.

Program Proper
Registration of guests and participants started at 1:30 in the afternoon. A total of 98 graced the occasion who were representatives from the people’s organization of the three barangay beneficiaries namely: Tapian Developers Association from Barangay Tapian, Tagbuyawan Lakeshore Association of Barangay Tagbuyawan and Dayano Farmers Association of Barangay Dayano. Representatives from the different offices of the Municipal Local Government Unit, the project team of Lake Mainit Development Alliance and the personnel of the implementing NGO, the AID Foundation, Inc.

The program started with the unveiling of the signage for Barangay Dayano. Unveiling was done by Mr. David Swete Kelly, the PACAP Program Director assisted by Hon. Mayor Rogelio M. Gatpolintan and witnessed by crowd.

After the unveiling, Mr. Johny Natad, the master of ceremonies called Ms. Narissa Virtudazo to lead the invocation followed by a record play of the national anthem.

Introduction of the stakeholders was facilitated by the FOCAS Coordinator of LMDA, Mr. Omar C. Barillo. Acknowledgment of the participants was made through calling per organization and agency.

“Marajao na hapon” the first words of Engr. Kaiser B. Recabo, Jr. the Coordinator of Lake Mainit Develoment Alliance as he gave the welcome address. He happily noted the presence of the Municipal Mayor, the PACAP Program Director, Executive Director of AID Foundation and the different offices from the local government units. He was also glad for the positive response of the project stakeholders to the invitation to the launching activity. He mentioned that the Province of Surigao del Norte is clustered into 4 FOCAS areas according to ecosystem. These are the Lake Mainit, Hinatuan Passage, Dinagat and Siargao Island.

Mr. Recabo said that we belong to a very unique ecosystem because of the beauty of the lake. The Lake Mainit Development Alliance is headed by the Governor and very supportive to the development of the lake so we will also work and help each other to preserve and conserve the lake. “This project is one of the initiatives that will help much. It is my honor then to welcome you all to this launching activity”, he ended.

Hon. Rogelio M. Gatpolintan, Municipal Mayor of Mainit started his inspiring message with greetings to all the stakeholders.

The mayor is very thankful to the government of Australia for extending assistance to our country. He said that it is a humanitarian task of the Australians to share its resources to us wherein in the next years we can see the developments we have from Australia. We as beneficiary of this project, we will give our best to do good even if the assistance is big or small but it will make a difference. The assistance is not forever, it has an end and this assistance may realize our dreams. If we want to improve, we should dream and work for that dream. Let us unite to be successful with our endeavor. “Atong bugtian ang kaayo sa Australia”. Let us do good with our project and it is my hope that we will succeed on this.

After the message from the Mayor, a song solo was rendered by Ms. Mirasol Baron. She sang the beautiful song entitled “Ngayon”.

The next part of the activity was the messages from the Barangay Captains of the barangay-beneficiaries.

Hon. Ronnie C. Orcullo, Barangay Captain of Dayano was the first one who gave the message. He mentioned that while the program has not started, he was standing outside the gym. He heard somebody saying why the signage is only for Barangay Dayano. In his mind, he is saying probably the signage is only for my barangay because I am the only barangay captain present in this activity. (Actually, the other two barangays have also its signage and ready for delivery).

“I am sincerely thankful to PACAP for it is us who will benefit from the project. No one will succeed if you will not give your best - - “palpak jud”. Barangay Captain Orcullo assured to give their full support to the project and happy to be a partner of AID. He requested Mr. Recabo to tell the Australian guests what he is talking about since he cannot speak in English.

In behalf of the Barangay Captain of Tagbuyawan, the first councilor Ms. Flora Pendolas gave the message. Ms. Pendolas expressed their thanks and grateful of the assistance from PACAP. She encouraged all the members of their cooperative to support the project to make it successful. She also mentioned that she learned a lot from the first training that was recently provided to them. I look forward working with AID and happy to be a part of the project.

The Cultural Dance Troupe of the Mainit National High School rendered an ethnic dance which the Australian couple enjoyed watching and the whole crowd as well.

Message of DAVID SWETE KELLY
PACAP Program Director Mr. David Swete Kelly begun his message with appreciation of the nice performance of the dance troupe. He extended greetings from Australia and mentioned that he has memorable days today and for the last three days because he was able to attend and witnessed project launchings. One is in Dinagat, another in Bucas Grande and the last in Lake Mainit.

He is very happy of the relationship of Australia with the Province of Surigao del Norte under the facility of the Philippine-Australian Community Assistance Program (PACAP). The engagement of Australia depicts the relationship of Australia and Philippines. Because of this relationship PACAP continued to deliver funds to the NGO or PO and other agencies to assist/address the needs of the less-privileged communities. PACAP’s focus areas are 5 provinces in Mindanao and FOCAS scheme is the best way to continue the relationship - - - work in partnership.

It is my great joy to inaugurate the projects. PACAP is not run by Australian people. I am the only Australian in the Advisory Council, the rest are Filipinos. I am very happy because I can see your energy, enthusiasm, passion and commitment for the project. Bong had a wonderful job - - working in partnership with the province. This is your project! It is meant to benefit you - - the project documents specifies the objectives and what your needs are. It should not end after three years. Even after project life, you have to continue working together in partnership for the development. You have resources, heritage, meaningful livelihood which you should protect for dignity. I need to listen to you, your vision what you need, technical assistance for this project. Your responsibility to your self is not to waste time. We do not want to have a disappointing result, that is why PACAP encourage you to work with us with this project for the community – municipality. He further said, “yourself is the most important person here because you have the opportunity to work together”.

Mr. Kelly thanked AID Foundation for the efforts in developing the project, the continued support and commitment to the community and the hard work for the project. He thanked also for the good relationship of AID with PACAP.

Each partner PO was given a copy of the project documents.

The Executive Director Mr. Rogelio O. Fabe gave the closing remarks. The latter said that the launching is the beginning of the 3-year project though there were initial project activities already conducted.

His closing message gave emphasis on the success of the project depends on the support and participation of the stakeholders. Mr. Fabe challenged everyone that since this is our project - - ‘in partnership we can. . . . dili usikan ang grasya sa PACAP” we will make good with our project so this will serve as lesson or mirror with other barangays. Let’s keep the partnership move us forward towards sustainable development.
